  • A Malaysian citizen and living in Malaysia
  • Family income does not exceed the current Income Poverty Line (PGK):
    • RM720 a month in Peninsular Malaysia
    • RM830 a month in Sarawak
    • RM960 a month in Sabah
    • Those who cannot incapable and necessity base on the outcome of investigations carried out by taking into consideration the following factors to determine aid eligibility:
      • The number of child(ren)/dependent(s) living together or separately (e.g. hostel, college, etc);
      • Disability level of head of household/family member (e.g. illness, disability, etc);
      • Support from family members;
      • Home situation and equipment based on the household needs; and
      • Other reasonable factors that can give a presentation of the financial position and daily expenses of the applicant/family
